The problem

Public entities run on correspondence, and correspondence that is registered but not linked to a case creates two parallel systems: the case file and the letter file, neither complete.

Instructions issued on correspondence are the other gap: an instruction written on a letter that does not become a tracked action is an instruction that will not be followed.
