The licence is a record, not a certificate.

Permit and licence applications, conditions attached to the approval, validity and renewal cycles, and a register that is the authoritative source for who holds what.

The problem

A licence issued as a document and filed as a scan cannot be enforced. Conditions are unenforceable if nobody can query which licences carry them, and renewals lapse because the register cannot generate a reminder.

The register is the asset. Held properly it drives renewal, inspection targeting and enforcement; held as documents it drives nothing.
