The BOM is the cost model.

Multi-level bills of material with routings, work centres, revision control and engineering change orders — the structure every plan, cost and variance is derived from.

The problem

A BOM held in a spreadsheet and a routing held in the planner's head produce a standard cost nobody can defend. When the engineering change happens, the cost model does not move with it.

Revision control is not documentation discipline. It is what makes a variance attributable to a change rather than to an unexplained drift.
